Pune: PCMC Implements Stringent Eco-Friendly Construction Rules, Including Night Construction Ban to Curb Air Pollution

The Pimpri Chinchwad Municipal Corporation (PCMC) has rolled out new eco-friendly construction guidelines to promote sustainability and address citizens’ concerns. The directives, issued on December 19, 2024, were developed after consultations with citizens and CREDAI (Confederation of Real Estate Developers’ Associations of India). These measures focus on reducing noise pollution, conserving water, and managing construction waste effectively.
Key Highlights of the New Guidelines:
- Ban on Night Construction: Construction activities are prohibited between 10 PM and 7 AM to minimize noise pollution and improve the quality of life for residents, particularly senior citizens and children.
- Mandatory Individual Water Meters: All new housing projects must install individual water meters, enabling household-level accountability and encouraging efficient water usage. Previously, water consumption was tracked at the society level.
- Installation of Aerator Taps: Builders must provide aerator taps in all housing units at the time of handover to ensure long-term water efficiency.
- Recycling of C&D Waste: Developers are required to use at least 10% recycled material from PCMC’s dedicated construction and demolition (C&D) waste processing plant for non-structural applications like paving blocks. Compliance with this rule is a prerequisite for occupancy certificates.
Commissioner Shekhar Singh emphasized PCMC’s commitment to sustainability, stating, “Restricting construction timings, promoting water accountability, and mandating recycled materials demonstrate our focus on building a greener, more citizen-friendly city.”
PCMC’s C&D waste processing plant currently processes 150 metric tonnes of debris daily, providing a sustainable resource for construction projects. These measures reflect the corporation’s long-term vision for responsible urban development and improved resident well-being.
