Pune: PCMC Launches GRAP Initiative to Combat Air Pollution
Pimpri, 11 December 2024: The Pimpri Chinchwad Municipal Corporation (PCMC) has unveiled a comprehensive ‘Graded Response Action Plan’ (GRAP) project aimed at tackling air pollution in the city. This initiative includes real-time monitoring systems, advanced forecasting, and swift implementation to improve air quality systematically. Developed in collaboration with the Center for Development of Advanced Computing (C-DAC), the GRAP project enables the prediction, monitoring, and proactive management of air pollution challenges.
As part of the National Clean Air Program (NCAP), PCMC has also installed air purification systems, fogging devices, road washers, and sprinkler-based water systems to curb pollution within municipal limits.
GRAP: A Multi-Phase System to Address Air Pollution
The GRAP initiative includes four stages tailored to specific Air Quality Index (AQI) levels:
- Phase 1 (AQI 101-300): Controls road dust, prevents illegal waste disposal, and enhances traffic management.
- Phase 2 (AQI 301-400): Restricts diesel generators, intensifies road cleaning, and promotes public transport.
- Phase 3 (AQI 401-500): Suspends heavily polluting industries, establishes vehicular restriction zones, and imposes fines.
- Phase 4 (AQI > 500): Imposes vehicle bans, potential school closures, and heavy penalties to combat pollution.
Revised air quality forecasts will be issued three days in advance using C-DAC’s Decision Support System. Measures will remain in place for at least 15 days or until a significant AQI improvement is observed.
Vigilance and Monitoring Mechanisms
A robust mechanism to monitor vehicular pollution includes ANPR cameras and integrated data systems from regional transport offices and traffic police. A specialized agency, comprising 39 personnel, has been tasked with monitoring industrial and construction-related pollution violations across eight zones.
